02 Dec 2024: Update 2/12/2024: The project has now applied to PEDW for consent to build the project. Update 29/08/2024: Llŷr has applied for a marine license to own and operate a windfarm in Welsh waters. Section 36 consent will be applied for separately but has not yet been received. Design envelope: • Up to 10 WTGs, each with a maximum rotor diameter of 285 m. • Up to 10 associated floating platforms. • Up to eight mooring lines, for each floating platform (up to 80 in total). • Up to eight anchors or piles for each floating platform (up to 80 in total). • Up to 11 offshore Inter array cables (IACs), up to 66 kiloVolts (kV) High Voltage Alternating Current (HVAC) (dynamic but with the potential to touch the seabed). • Up to two offshore export cable circuits, up to 132 kV HVAC and approximately 49 km long, will achieve landfall via Horizontal Directional Drilling (HDD) at Freshwater West. Timeline: • PLGR activities – 50 days. • Multipass / pre-trenching – 20 days. • Sandwave levelling – 30 days. • Export Cable installation – 100 days. • Pre-construction surveys – 10 days. • Installation of moorings and anchors – 100 days. • Tow out and hook-up of turbines - 60 days; and • Inter-array cable protection – 95 days. Update May 2024: Llyr still has not applied for consent. TGS|4C are pushing the event back to end-Q3. An AR7 application is not feasible with the timeline Update April 2024: The project is yet to apply for consent. The project is targetting AR7 so TGS|4C assumes application in May Update February 2024: Anticipated S36 and Marine Licence application submissions in Spring 2024 Update June 2023: Consent Application through Environmental Impact Assessment (EIA) yet to be submitted. Project currently applying for Marine Licence Bands 1, 2 and 3. Once these have been awarded, a section 36 approval can be applied for. According to the project timeline, the consent and licence applications will be submitted to Natural Resource Wales in November 2022. The following consents are required: 1. Section 36 (S.36) consent to construct and operate an offshore generating station, under the Electricity Act 1989. This would include deemed planning permission2 for onshore works. Given that deemed planning permission would be sought, a separate planning application under the Town and Country Planning Act 1990 would not be required. The S.36 application would be consented by the Planning and Environment Decisions Wales (PEDW), administering on behalf of the Welsh Ministers3; and 2. A Marine Licence consented under Part 4 of the Marine and Coastal Access Act 2009 to carry out certain activities in the marine environment, including construction works on the seabed, depositing substances or articles and dredging. The Natural Resources Wales Marine Licensing Team (NRW MLT) administers marine licences on behalf of the Welsh Ministers.
