01 Nov 2024: Korean media have reported there is controversy around the deployment of Chinese vessel Shun Yi 1600. There is debate over the regulatory compliance of the vessel under Korean cabotage laws. Media reports state that the vessel has been classified as 'construction equipment' instead of a transportation vessel. Foreign vessels used in domestic construction must receive government permission to transport cargo between domestic ports. An official from the Ministry of Oceans and Fisheries commented that this was the first case of its kind in Korea and the ministry is cooperating with the Coast Guard to investigate. A spokesperson on behalf of the installation contractor stated that Shun Yi 1600 is an "offshore platform" and should be classed as construction equipment, adding that the import contract for the vessel has met legal requirements. Depending on the duration of investigation into the vessels legal compliance, delays may occur to the start of foundation installation on the project.
